If all they are doing is looking at the license plates as they drive by on public streets, they don't seem to be violating anyone's privacy. It does not matter whether it is done by a camera or a policeman sitting in his car and running all of the plates of the cars that drive by.

sounds to me like they just want to know who is in the neighborhood and be able to document it in the event something does happen. with only 9,000 people, most of them probably know each other and what they drive already.

Not to worry. It is Marin County, and whenever someone gets a ticket as a result of the new devices, the traffic court judge will dismiss charges if the offender "had a difficult childhood", was upset because of family pressures or had been distressed owing to the way that some minor political issue was playing out.

They have the money, so why not. By the way, a payment on a 2 million dollar home with 20% down, and an income of 100K does not compute. That's how we got into the financial mess we are in now. Not enough income to make the payments, even at 5% interest.
